[nsp] Memory partitioning on a 7206

Something is not adding up then,
This is the router:
cisco 7206 (NPE200) processor (revision B) with 114688K/16384K bytes of memory.
this is show mem:

Processor+I/O+PCI comes to 97Megs, I'm guessing that the 31 is for the IOS

So where is the packet memory?
