Nothing can assure you that inbound packet size will be imix... and during
some kinds of DDoS, even outbound packet size will get smaller (RSTing
unallowed connections, for instance).

Unless your upstream can do some sort of limiting by packets per second,
you'll have to use the smallest packet size in your design.
