[nsp] translation-rule in 12.3 ?

Hi,
I have noticed that translation-rule is not working in 12.3 on 5300/5350
platform if the calling party number is empty.
The translation rule I am using is very simple (I'm trying to add a valid
CPN for a customer who is using equipment not capable to send CPN) :

If the remote gateway sends at least 1 digit as CPN, translation rule works
fine. If CPN is empty, the call is forwarded to PBX with the empty CPN
field.
This configuration was working on 12.2 for a long time with no problems,
translating the empty CPN to a valid CPN before sending to PBX...
Has anyone seen the same behaviour in 12.3 ? Or maybe there is a better
solution to add CPN before forwarding a call to PBX ?
