[nsp] Laggy Virtual Exec

What about the CPU of the VIPs themselves?  Anything in the logs?

I am having the weirdest problem with a 7513.

RSP4, 2 VIP4-80s.

The Virtual terminal is really laggy.... customers are complaining about
it being "slow", ping times through the router are
fast/slow/fast/slow...

The CPU is at 15%, the traffic levels are low, No significant errors on
any of the interfaces.....

Can anybody think of anything else to check that might cause these lags
that I have not looked at yet?
