[nsp] Framerelay newbie question

Hi All
I am a newbie in framerelay .Recently we subscribed a
8 Mb (Download only) linkfrom a provider .It is
connected to Hssi interface in cisco 7206 with NSE 1
.The show interface command always shows around 33 Mb
.The cpu utilisation shoots up to 80 % and more .
Is it is correct .If not how we can see the actual
traffic ?.
For traffic shaping is it necessary to shape in both
sides ?.
