[nsp] How to config vpdn to distributed mode with 7500

This is not possible, L2TP contrl & data packets are switched on the
RSP. 
As far as I know, the only platform able to run L2TP (v2, i.e. vpdn) w/
dCEF is the AS5850 access server.
