[nsp] bizarre 2950 behavior

No errors on the management vlan, or the physical uplink interface.

I've swapped the known working 2950 in, same uplink cables to the same
root switches, same ip address, same config, etc, and so far everything
is working normally. Barring any changes I'm writing it up to hardware
gremlins.
