Take look at Nazca.Billing: http://www.nazcasoftware.com/
It does everything we need and a lot more.  Very stable and support
is so outstanding I'm amazed everytime we have a question or need
a solution for something new.

It's originally a German product but just a few weeks ago they
released an English version (same code, different language file).
Unfortunately the web site is still in German, but if you contact
Carl by email or phone I'm sure he will be more than willing to
answer all your questions.  (His English is excellent.)
