It sounds like you're trying to build too many levels in to it.  This reads
to me like you're trying to configure:

Physical interface (line rate)
 - policy-1 (shape 25600)
  - policy-1 class-1 (bandwidth...)
  - policy-1 class-2 (bandwidth...)
  - policy-1 class-3 (bandwidth...)
 - policy-2 (shape 25600)
  - policy-2 class-1 (bandwidth...)
  - policy-2 class-2 (bandwidth...)
  - policy-2 class-3 (bandwidth...)

I'm not sure you can do that without splitting the physical interface into
logical sub-interfaces (dot1q, FR, etc, as appropriate) and applying the
first-level shaping policies to the sub-i/fs.

To be honest, I'm not sure why you'd want to either - why can't you combine
all the classes into one policy and change the bandwidth allocations to get
to where you want?  Some details on what the actual service is you're trying
to deliver would probably help...
