[c-nsp] stupid one on CSS11501

have 2 CSS11501 in front of me for the first time ....

Wonder why I cannot ping my laptop from CSS. From laptop to CSS works
well. No ACL, Interface enable, phy fixed to 100FD on both sides.
Any limitation to ping to outer world, would not expect that.
