[nsp] Filtering special static routes from distributing into ospf

When using redistribute static command, use route-map and in route-map
use access-list (match ip address command).

Other approach is to assign tags for static routes

ip route x.x.x.x mask tag A
and in route-map match on just the tags which has local significance.

CCO should have bunch of examples.
