Label operations / IP routing / tag switching are sufficiently fast, that
I wouldn't expect to see them influence ping response times.  20ms/hop
over leased lines is kind of slow though.  What sort of lines are those?

What sort of ping times do you get from PE1 - PE2 and from each CE to
its PE?
