[nsp] Multicast routing over BGP/MPLS VPNs

Yep, MVPN is routed. It's worth mentioning that the draft does leave open 
the option to encapsulate customer multicast traffic in mpls. So, you never 
know- might be imlemented at some point, though MPVN seems to work pretty 
well with GRE encap.
