[nsp] APS manual switchover

30 seconds sounds about right. I have tested Cisco 12000s with ISIS
and the failover is about 10 seconds. The actual APS switch happens in 50ms,
but
it takes the rest of the 10 seconds for ISIS / CEF forwarding tables to
catch up. If
your using ISIS and APS refector mode convergence can be a little faster.
