I don't see any input from the other side.  The router is outputing CONFREQ
(configuration request), but never sees a response and timesout.

You don't have to decide.  The protocol takes care of initiation based on
which side is seeing what.

The cisco router will take the clock rate from the line in the config you
have shown.  If the modems are correctly configured with the appropriate
speeds and framing on each side, perhaps the Ascend is not configured to
take clock from the line.  You need to be sure that either the line or one
of the routers provides clocking.

Line protocol is down because you have not successfully negotiated PPP on
the link.  Until that happens, it will stay that way.  You will also need
to have an IP address on the serial interface and on the ascend if you want
to ping the interface.
