Pardon me if I misunderstand what you are looking for. Have you tried
MRTG?  http://people.ee.ethz.ch/~oetiker/webtools/mrtg/

If this doesn't touch what you are looking for, I'd appreciate a quick
explanation of what I misunderstood.
