[nsp] Capacity of VIP cards

During a DDOS attack a few weeks ago I saw our VIP4-80 handle
about 120kpps consistently without any problems, VIP CPU was
running between 70-80% during the attack.

All in all the old 7500 got hit with almost 250kpps and did well,
RSP was sitting nicely at 10% as usual.
