[nsp] Power adjustment for single modem on UBR platform

Hello,

I have one cable modem out of about 50 that has a high value tap between it
and the headend.  The modem itself has not maxed out it's output power (i.e.
no ! mark in the rxpower field of a show cable modem)

This tap is difficult to remove for a number of reasons.  Is there any way
to trigger an output power adjustment for a single cable modem while leaving
the rest alone?  Thank you very much.
