[nsp] Question On Forwarding Excessive Traffic On Serial Interfaces

Think of two routers are connected from three serial interfaces on the
both side via E1s
 
Router A  Serial 1/0:0 2Mbit <----->  Router B 2Mbit
Router A  Serial 1/1:0 2Mbit <----->  Router B 2Mbit
Router A  Serial 2/0:0 2Mbit <----->  Router B 2Mbit
 
Routing Policy required for this structure are:
-          Router A should forward fixed 4Mbit traffic to Router B
-          Traffic above 4Mbit should be forwarded via third interface
 
How can i accomplish this structure?
