[c-nsp] Bus error when going to 12.2.26

I'd try getting your boot image upgraded just be
careful with the bootflash memory requirements
when you do.

When the boot image load goes bad strang things
happen sometimes getting all the PA's online.
A bunch of things happenend at once so it's hard
to say which one caused which.
