[c-nsp] 2950 SI vs EI ?

I can't seem to find a good document that describes the differences between 
the SI and EI versions of the 2950.  All I've noted so far is that EI 
supports crypto.

port/vlan-based rate limiting would certainly be nice - can either do that?
