[c-nsp] no more snmp traps

Hi,

I couldn't do any tests with a 3660 in the lab anymore, because i had
to replace a router. Instead, i did some careful inspection on all
3660 in the network. Here's what i found:

- all run telco images
- 3 of them (ENTERPRISE Chassis) have memory parity enabled
- 2 of the above 3 have NM-1FE2CE1B

Only the 2 routers that have Telco image, Parity Enabled, NM-1FE2CE1B
experience the snmp trap problem.

I will try to change the memory/IOS/NM to see which one causes the problem.
