Looks like the AS5 will never receive the /24 prefix (as long as peering 
between AS2 and AS4 is OK) because the routers in AS4 sets the NO_EXPORT 
community. Let's say AS5 peers with another AS (AS6) and 
local-preference is higher through the AS5. It also receives the /16 
prefix because AS6  is using the same policy as AS2,3,4 and also it 
prepends its own AS several times in the AS6 announcements. The question 
is: how it will dampening work in AS5 ?
