Of course it will... but costs for additional redundancy are to be paid by
customers... so if it's easier and  more manageable for me, it will be the
perfect solution! ;)

#3 will get pricey real fast ... 30 routers for customers(60 with hsrp)...
At that point it would cost less to use 3550s in layer 2 and  centralize
hsrp in 2 routers/switches.

Ouch! You're very right, I read the document some time ago, but completely
forgot about it!
I see that you used 20 instances without problems... probably I'll never do
more than 30 on those, so I think it can ben done!
But I'll need to upgrade to EMI... :(
Did you ever tried something as in solution 3?
