[c-nsp] OSPF sham links

OSPF sham links are a control plane function that don't 
have anything to do with the underlying hardware
architecture.

You were probably looking at a BU special set of Release-notes
and they inherited the feature functionaliy from the parent
branch of code they sync'd from.
