there's a problem with ARP in this specific setup (debug arp shows
what's going on). As a workaround, please configure static arp addresses
for the neighbors in the respective vrfs, i.e.

arp vrf Border 10.255.0.2 xxxx.yyyy.zzzz
arp vrf Campus 10.255.0.1 xxxx.yyyy.zzzz
