[c-nsp] no keepalive in virtual-template

Good day,

Wondering if anyone on the list has "no keepalive" in the virtual
template configured. 

I have an environment where DSL customer come in as L2TP session and are
cloned a virtual interface based on virtual template.

The default keepalive is 10 sec as per Cisco which is creating some
grief when user disconnects the radius keeps them online for 10 sec
before updating its online user table.
