[c-nsp] Cat6500 with MSFC-ID 0.0.0.0 / session 15 won't work

We are currently working with a cat6509 with catOS 6.3(2a) and installed
MSFC (SUP1A).

If we try to connect to the MSFC with "session 15" we just get nothing, the
same happens if we connect to the console and say "switch console".

Two questions:

- What do I have to do to get "session 15" working (yes, module 15 is
installed with status "other")
- How can I set the MSFC-IP if I can't connect ot the MSFC.
