Check the memory then, replace all the dimms or swap out the mem with
dimms known to be working.

I have tried three different flash modules with no luck, and I also did
a
tftp boot with no luck as well. The problem seems to be with the size of
the
IOS image, 8MB or less will boot, greater than 8MB will not.

Why don't you try replacing the flash modules with ones known to be
good.
Or, if that isn't possible, don't boot the router from flash. See if
booting it from the network works.

I have downloaded this image and several others and checked the size and
the checksums, all check good. The image that will boot is less than 8MB
and the images that will not are greater than 8MB. Any thoughts?
