[c-nsp] propagate learned MED to peers?

this is according to RFC1771, sec 5.1.4 states: 
"The MULTI_EXIT_DISC attribute is never propagated to other BGP speakers
in neighboring AS's."

IOS only sends the med in external updates if
a) you set it via route-map on the ebgp peer
or b) the router sourced the path 
or c) a default-metric is configured..

I tried with "set metric +0" in an outbound route-map, but this didn't
work..
