[c-nsp] the incredible disappearing (and reappearing) flash disk

Funny conincidence....but I'm having a similar isssue moving around my
network on 7206vxr's, 7507s (RSP4), and 7513s (RSP4).  In my case, rancid
sees the directory listing of nvram: appear/disappear.

Usually these all come back by the next rancid poll.
