[c-nsp] Cisco 3700 Series with L2TP tunnels and AIM-VPN Module

Note that L2TP termination (LNS) is not currently supported on the 2nd
CPU (only LAC functionality). A 37xx should have no problems with
terminating ~250 sessions, unless you have so much traffic that it
maxes out the packet forwarding capabilities of the box (fairly
unlikely).
