So the problem here is that the LAC is not sending the correct info to
you. If the LAC is a Cisco access server, there was a long standing
bug where we wouldn't send the right connect speed for modems (it was
always 115000). I think this was finally fixed by
CSCdm62874/CSCea74569 in 12.3(6a) and later.
