[c-nsp] ISDN to Mauritius / change bearer to speech onoutgoingcalls

Let us see "debug ppp nego" and "debug aaa authen/author" if you have
AAA on.  Probably getting all outbound CONFREQs on one side.  Can you
also send a "sh int bri:X" as well.
