You may not have data service activated on the BRI line, thus the bear cap message.
You can try and test the local line by calling a known good number with a 64k data call. If it works , the problem is that your carrier is not allowing 64k data calls thru to Mauritius and you need to contact them.

Many thanks, that whas what I looked for.
although getting an ISDN-connect now, ppp doesn't see each other; I expect some bad things for data-connections are done with the bits on the way down to Mauritius..
looks like I'll have to find another way to access it, for now CoV (console-over-vnc) works ;)
