Yes, they are.

It's built in.

No. You will need a Sup720-3BXL for doing MPLS. The 6516 must also
be equipped with an not yet released DFC3B.

If you only are running Ethernet switching and plain IP (no MPLS) 
on the box, the combination of Sup720-3BXL and DFC3A would work fine.
