The only IOS-based 'at'-like thing I know of is under reload:
gsr5#reload ?
~ /noverify Don't verify file signature before reload.
~ /verify Verify file signature before reload.
~ LINE Reason for reload
~ at Reload at a specific time/date
~ cancel Cancel pending reload
~ in Reload after a time interval
~ slot Slot number card
~ standby-cpu Standby RP
~ <cr>
It's really useful for some things, but I don't think it helps you here.
You could check out
http://www.cisco.com/univercd/cc/td/doc/product/software/ios123/123newft/123t/123t_2/gt_tcl.htm
and see if it helps you, but I've never messed with it so I don't know what it
does.
