[c-nsp] max idb's?

We have a 7140-2AT3 with 256mb running 12.2(17a)
According to
http://www.cisco.com/en/US/products/sw/iosswrel/ps1835/products_tech_note09186a0080094322.shtml
We should have 10,000 IDB's.
But 'sh idb' says we have only 3,000 max:
#sh idb
Maximum number of IDBs 3000
1051 SW IDBs allocated (2608 bytes each)
525 HW IDBs allocated (4720 bytes each)
We're not anywhere close to out of memory:
