[c-nsp] Config for MC3810

The router at this IX does not want to talk to my CBX, so the only other DC
powered router
I have on hand is an old MC3810. I have never used one of these and cannot
get this T-1 to come up.
The line tests fine with 1's and 0's to the far end loop back. Does
controller T1 0 refer to
