the latter may mean that no negotiation happens (i.e. no LACP).

In the Cisco config you post, you list for both ports:

> Port state    = Up Sngl-port-Bndl Mstr Not-in-Bndl
> Port state    = Up Sngl-port-Bndl Mstr Not-in-Bndl

I've never worked with Dell switches but my guess would be a negotiation
mismatch issue on the LACP level.
