[c-nsp] how to get ICMP host unreachables?

Will a cisco router ever send a host unreachable because a host doesn't
answer ARP requests?

We had a situation where one server crashed [hardware problem] and another
hung until the first server had the faulty hardware replaced & was
rebooted. If I'm understanding the vendor correctly, they expect the
router to generate an ICMP host unreachable shortly after a server stops
answering arp requests.

I've seen Cisco routers send network unreachables and administratively
denied, but never a host unreachable. Is there some knob I can twist to
make a router send an ICMP host unreachable if the router doesn't get a
response to an ARP request within a certain amount of time?

Thanks,
Lee
