[c-nsp] Cisco VIP2-50+PA-2FE-TX second ethernet port bug

I'm seeing something very similar. I have a 7507 with RSP4, IOS 12.2(21a). I
have two PA-2FE-TXs that cause crashes in my VIP2-50s. The crashes are due
to PCI parity errors. I also have a 2FE-TX that *doesn't* cause crashes. 

To get the crashes, all I put 7000 frames per sec. into port 0 and out port
1 at 1500 Bytes per frame. I also saw it at 10000 fps at 64B/frame. The
PA-2FE-TXs that cause the crash are HW v1.00 rev B0; the ok one is rev C0. 

I have tried them in v 2.02 and 2.03 VIP2-50s (I found a Cisco doc which
mention an incompatibility) with no difference. The VIPs have 8MB SRAM and
128MB DRAM.

I'll try to get a capture of the crash to post later.
