Yep - that is EXACTLY what you will get.  Your LAN ports and as a matter of
fact ANY LAN ports do NOT support CBWFQ.  You need to do mls qos on these
ports i.e. 1priority queue and 2 transmit queues.

Sorry for the bad news but what you are trying to do will never be supported
on L2 ports.
