[c-nsp] 12.0S IPv6 support

just for the sake of completenss: ACLs and sampled NF is supported on E3
linecards. MAC-Accounting (and other features) will be in 32S on E3 LC.
Unfortunately no plans I'm aware of for IPv6 on GSR Link Bundles.
