[c-nsp] MPLS management

Yeah, we're looking at systems with root cause analysis from other
platforms as quite a high priority, and we're reasonably convinced that
looking at maps is no longer the way forward. So it kinda rules HPOV out.

I believe that HP also make a plugin for Openview, for
MPLS/L3VPN monitoring/management .
