[c-nsp] strange multicast behavior on 6509

These are most likely "source-only" entries, special entries we use to
prevent flooding in the source vlan when there are no receivers in that
vlan. They are purged periodically, but you can disable that using set igmp
flooding disable. This is in 8.x code and should also be in 7.6.
