Because there are some pretty large scalability issues
in 12.2(25)S due to some infrastructure changes for
CEF that went in there.
Those have all been fixed to bring the memory usage
and switching performance back inline to what it
was before the work was done.
And there will be no more releases in 12.2S proper
for the 75xx but will be more like the release model
being done for the 65xx/76xx off a 12.2S child branch.
