[c-nsp] deferred transmission

Hi all, 

We are upgrading our switchs from sup2 and sup1  to sup720.
on the fiber link connected on the supervisor card the counter of deferred 
transmissions is incrementing all the time.
we see that only on supervisor card, we have a 6724 too with same config 
and the counter don't increment.

MD-sbb1-> (enable) sh snmp counters 7/1 dot3
