The rate-limiting in question is *not* CoPP rate limiting.  It's not
packets addressed to the box in the scenario Ytti is talking about,
but packets going *through* the box, and being punted from DFC to MSFC
(and possibly from MSFC-CEF to MSFC-CPU).
