[c-nsp] Interface Bug?

I finally got around to cycling this interface--several times--and it
did not help. I even removed and re-configured the "fair-queue"
statement, yet the interface remains stuck in fifo mode.

Any thoughts? I really need WFQ on this interface. Actually, I
*really* need LLQ but this interface can't do LLQ or CBWFQ. I might
have a spare 2600 lying around. I should just move this connection off
the 7513 and move it to a more capable interface.

Until that time, any ideas?
